In China, the household registration system and a series of associated policies that have been put in place over half a century have primarily divided the nation into two worlds -- rural and urban. Since the 18th National Congress of the Communist Party of China(CPC), China has made great efforts in promoting urbanization and balancing economic development between rural and urban areas. However, barriers still exist.
Recently, the CPC and the Stata Council announced guidelines on the promotion of integrated urban-rural development, aiming to promote rural revitalization and to fuel the modernization of agriculture and rural society by eradicating all barriers that restrict the free movement of resource, such as capital, talents, between urban and rural. According to this guideline, China will put in place more sound systems and mechanisms for promoting the integrated development by 2035 and will meet the goal of realizing the comprehensive integration of urban-rural areas and rural revitalization by the middle of the century.
These goals are ambitious but with significant challenges. At the same time, the globally-spreading COVID-19 has brought more uncertainties to the world even though it has been largely contained in China. Whether and how it could affect the realization of the integrated urban-rural development goals remain unknown. In this roundtable panel, we invite five distinguished professors and attendees to share their thoughts and insights on these issues. The potential topics to discuss include (but not limited to) the challenges we may face, approaches we may take, international experiences and lessons we may share, and the potential impacts from COVID-19, in promoting China's rural-urban integration.
